## Description

The Defense Health Agency (DHA) intends to make a sole-source award to D-Scope Systems for the continued support, maintenance, and sustainment of the D-Scope VIA (Video Image Archive) medical imaging platform. This platform is the established and mission-critical system for endoscopic imaging capture, storage, and collaboration currently operational at JBSA-Lackland and Brooke Army Medical Center (BAMC).

Approval is requested to award a contract to D-Scope Systems without full and open competition, as they are the only vendor capable of meeting the government's requirements. JBSA-Lackland and BAMC currently operate an extensive and deeply integrated D-Scope VIA environment, which consists of three (3) enterprise servers and sixteen (16) mobile endoscopy carts.

This system is not a peripheral device; it is a core component of our medical treatment facilities' diagnostic and surgical workflow, integral to patient care and medical record-keeping. The D-Scope VIA platform is used daily for capturing, storing, and sharing critical patient endoscopic media, directly impacting clinical decision-making and patient outcomes.
