## Description

This is the notice of the Government’s intent to solicit from a single source for shuttle bus services. The period of performance of this requirement is expected to be one (1) year.

The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b) which states “For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” The lessor (Iron Mountain Information Management LLC, 1 Federal ST, Boston, Massachusetts 02110) is the only capable provider for these services.

The General Services Administration (GSA) has delegated authority to the Defense Counterintelligence and Security Agency (DCSA) to procure this requirement within a GSA leased office space as it does not impact the established lease. Public Building Service (PBS) Leasing Desk Guide, Chapter 8, Alterations and Services in Leased Space, Section 3, pages 8-10, states that the following additional best practices apply to post occupancy services.

GSA and its occupants must always first approach the lessor to request a proposal for services. Using alternative sources for alterations could negate the lessor’s responsibility for maintaining these systems, especially in instances of negligence or damage on the part of the Government or Government’s contractor.
