The proposed purchase order is for Auto Express Toll Fees for the vehicles belonging to the San Juan Division Office, which the Government intends to solicit and negotiate only with Autoridad de Carreteras y Transportacion. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The North American Industry Classification System (NAICS) is 926120. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (NOV 2023) Contract Terms and Conditions-Commercial Items and 52.212-5 (JAN 2025) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items.
