Outbound mail operations include printing, inserting, applying postage, and pre-sorting correspondence addressed to disaster victims. Due to current disaster activity, the Agency is currently on a path to exceed existing outbound mail baseline requirements by mid-May 2026. There is no existing contract vehicle to award new surge task orders for outbound mail operations, and due to new disaster surge activities (specifically related to DR4898-TN and DR4899-MS), an urgent and compelling need has arisen to provide immediate outbound mail surge support for these disasters.
