Required services include: Preventive and corrective maintenance OEM software and firmware updates Calibration and quality assurance Technical support from Carestream-certified personnel Replacement parts and accessories, as needed This order will be issued in response to the court-ordered injunction issued by the U.S. District Court for the Southern District of West Virginia in Wiley v. Kennedy, which requires reinstatement of NIOSH operations. The normal procurement process was disrupted due to workforce reductions following the CDC's Reduction in Force (RIF) earlier this year. As a result, this requirement is also considered urgent and compelling in nature, consistent with the conditions described in FAR 6.302-2, but will be processed under the Simplified Acquisition Procedures of FAR Part 13. Carestream Health, Inc. is the original equipment manufacturer (OEM) and the only known source with access to the proprietary components, diagnostics, and service infrastructure necessary to support the DRX-1 system in accordance with manufacturer specifications. This notice is not a request for competitive quotations. However, responsible sources that believe they can meet the Government's requirement may submit a capability statement demonstrating their ability to perform the required services and their OEM authorization. Responses must be received no later than the deadline listed above and must reference this notice.
