IAW OSD Guidance for Continuation of Operations During a Lapse of Appropriations dated 19 Dec 24, these services are considered an excepted activity. Aircraft must be configured for services without major modification. Contract structure is intended to be a commercial lease. All potential operations will be considered Civil Aircraft Operations permitted by the FAA. Services shall not be training in nature but allow access to the aircraft for non-qualifying flight operations to improve airmanship.
