The statutory authority for this action is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by RFO (Revolutionary FAR Overhaul) Federal Acquisition Regulation 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Defense Threat Reduction Agency (DTRA) intends to issue a one year and two 6-month options, Firm Fixed Price (FFP) sole source contract to Noblis. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the Agency before the intended award date. Description of effort: Provide advisory and assistance services (A&AS) to the DoW Cooperative Threat Reduction (CTR) Program in managing and executing programs across the Chemical, Biological, Radiological, and Nuclear (CBRN) spectrum as part of the broader countering weapons of mass destruction (CWMD) mission. The A&AS provides the necessary expertise in achieving key U.S. national security objectives, as outlined in the National Security Strategy, National Defense Strategy, and the DoD CWMD Strategy through subject matter experts (SMEs) in the applicable technical, international agreements, foreign partner country regulatory, foreign partner program sustainment, integrated product team and working group, acquisition, logistics management, financial, strategic planning, training, information technology, security, and administrative support.
