Due to GAO protest, the Naval Air Systems Command (NAVAIR) Aircraft Division, Patuxent River intends to award a sole source bridge contract to Research and Engineering Development, LLC (RED-INC). The period of performance is anticipated to be a six (6) month base period and two (2) 3-month options. This bridge contract will ensure continuation of systems engineering and software engineering support to the Human Systems Engineering Department, the Systems Acquisitions Group, and NAVAIR Program Manager AIR (PMAs) at Patuxent River, MD. The statutory authority permitting other than full and open competition is 10 U.S.C. § 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Specifically, award to any other source would result in “unacceptable delays in fulfilling the agency’s requirements.” See 10 U.S.C. § 3204(b)(B)(ii); FAR 6.302-1(a)(2)(iii)(B). While this notice of intent is for information purposes only, and not a request for competitive proposals, interested parties may identify their interest and technical capability, respond to this notice, and submit information. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs of preparation of documentation or other correspondence in response to this announcement.
