The contract will establish an Army Enterprise License Agreement (ELA) for a three-year period (one-year base, plus two-one year ordering periods) for commercial off-the-shelf Horizon. The ELA will include product offerings for subscription licenses and support for Horizon products. This requirement is to purchase Horizon software packages, related licenses, and associated support. This requirement is issued as a 100% Small Business Set-Aside under NAICS 513210 – Software Publishers. The U.S. Government intends to award a single, firm-fixed-price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract to the Lowest Priced Technically Acceptable.
