**Justification for Sole Source:** The selected vendor, Quorum Analytics I, Inc., is uniquely qualified to provide the required services due to its proprietary technology and comprehensive integration of services that no other vendor can match. Quorum excels in providing a unified platform that combines federal legislative tracking with AI-generated transcripts, alerts, and real-time updates.

It offers integrated stakeholder engagement tools, including contact management, outreach tracking, and grassroots advocacy, which are essential for effective legislative affairs operations.
