## Description

The USDA Forest Service (FS), Procurement & Property Services (PPS), Special Projects Operations Center (SPOC), Northwest Branch is issuing this synopsis as a means of complying with the USDA’s policy in the Contracting Desk Book, SUBPART 413.3—SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs).

The USDA FS intends on awarding a competitive BPA Call Order against multiple award schedule BPAs for Professional and Forestry Services located at USDA’s Contract Portal, awarded against solicitation number: 12048924Q0025 for the deployment, data collection, maintenance, and retrieval of an ARU at an ARU sample point between 15 March and 31 August 2024 and 2025 (Hexagons 42010, 42161, 42164, 42165).

Survey Project set-up, data management, data processing, analysis of data to determine presence of target species, determine spotted owl activity status outcomes (if present), and document detections of marbled murrelets, spotted- barred hybrid owls, unknown Strix species, and barred owls (Strix varia), deliverables and summary report.

Parties having an interest in and the resources to support this requirement to program, deploy, and retrieve contractor provided ARUs, collect associated field data, and analyze ARU bioacoustic data to determine the presence of target species and the activity status of NSO, if present, following the “Protocol For Surveying Proposed Management Activities That May Impact Northern Spotted Owls Using Passive Autonomous Recording Unit Methods, Draft Pilot Version 0.1 for 2021 Survey Season Testing” should contact Erika Scofield at Erika.Scofield@usda.gov for additional information regarding the requirement.

The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 541620, All Other Professional, Scientific, and Technical Services. There is not a solicitation. This synopsis notification of intent to award a BPA Call order does not constitute a request for quotes; submission of any information in response to this notification is purely voluntary; the government assumes no financial responsibility for any costs incurred.

This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPAs previously solicited on the Government Point of Entry (GPE). The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.
