## Description

The NRC is required by the U.S. Department of Commerce, National Telecommunications and Information Administration (NTIA), Office of Spectrum Management, to utilize a specialized mobile radio (SMR) system (AKA FedSMR-D spectrum) operated only by Pegasus Radio Corp. (dba Federal Radio), 1202 Technology Drive Suite C, Aberdeen, Maryland 21001- 1245. Pegasus Radio Corp. is the only company that is licensed for FedSMRD spectrum, services, programming and complete equipment maintenance service by Department of Commerce.

Federal agencies and contractors located in the Washington, D.C. metropolitan area are required to use Pegasus Radio Corp. to satisfy those types of requirements. Based on the foregoing, the NRC intends to solicit, negotiate and award a sole source contract with Pegasus Radio Corp., dba Federal Radio, for airtime, equipment and maintenance of the NRC’s integrated two-way FM radio multiple-channel communications system. That system provides realtime communications capability throughout the NRC's facilities.

This system supports of the execution of the NRC's Continuity of Operations (COOP) and Occupant Emergency Plan (OEP), as well as tactical guard force operations. The period of period is for one year, beginning on September 1, 2025, plus four one-year option periods. The authority for this action is 41 U.S.C. § 3304(a)(1), as implemented at FAR 6.103-1.
