## Description

This is a pre-award public announcement for the purpose of summarizing the basis for the Government’s decision to issue a single source modification to Federal Aviation Administration (FAA) Contract 693KA9-23-D-00003, Task Order 693KA9-23-F-00141 with Personnel Decisions Research Institutes, LLC (PDRI). This announcement is issued in accordance with Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection, and AMS Guidance T3.2.2.4, Single Source.

PDRI is currently developing and validating a new pre-employment controller selection test to replace the current Air Traffic Skills Assessment. As the FAA will administer and proctor the experimental test battery onsite at FAA facilities, additional services associated with this effort are required from PDRI.

Services to be provided include preparing for administration of the experimental test battery, creating test administer guides and conduct training and supporting administration of the experimental test battery.

Conducting testing at FAA facilities to maximize participation and meet a required congressional mandate and specific timeline for a validated test delivery target requires a contractor with established familiarity with the test instrument, validation methodology, security protocols, and operational requirements unique to FAA environments. PDRI possesses a unique combination of technical knowledge and current FAA controller-specific expertise needed to successfully execute the expanded scope.

This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to PDRI and is not available for full and open competition.
