This announcement is issued in accordance with Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection, and AMS Guidance T3.2.2.4, Single Source. PDRI is currently developing and validating a new pre-employment controller selection test to replace the current Air Traffic Skills Assessment. As the FAA will administer and proctor the experimental test battery onsite at FAA facilities, additional services associated with this effort are required from PDRI. Services to be provided include preparing for administration of the experimental test battery, creating test administer guides and conduct training and supporting administration of the experimental test battery. Conducting testing at FAA facilities to maximize participation and meet a required congressional mandate and specific timeline for a validated test delivery target requires a contractor with established familiarity with the test instrument, validation methodology, security protocols, and operational requirements unique to FAA environments. PDRI possesses a unique combination of technical knowledge and current FAA controller-specific expertise needed to successfully execute the expanded scope.
