## Description

THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Commerce (DOC), Office of Acquisition Management (OAM), located in Washington, D.C., intends to negotiate on a sole-source basis and award a one-year base contract with 4 one-year priced options. Follow-on to an existing order to GSA schedule contract # GS-33F-0007U, MLINQS, LLC, 8203 ROSELAND DR, FAIRFAX STATION, VA 22039-2535.

This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 8.405-6(b) entitled, “an item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer.

A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.” The Department of Commerce (DoC) provides travel relocation services (Permanent Change of Station) for its employees in accordance with Federal policy and guidelines.

Currently, the National Institute of Standards and Technology (NIST), the National Oceanic and Atmospheric Administration (NOAA), and the Census Bureau use a commercial-off-the-shelf product called moveLINQ (mLINQS) to facilitate relocation of bureau employees.

Use of mLINQS as the Department’s Relocation software is consistent with the Federal Government and DoC’s shared service strategy, as mLINQS is an automated, end-to-end relocation software solution that can be used in a standard fashion across all of its relocation service providers. This standardized solution and associated business processes allows the DoC to operate more efficiently as well as lowers the required systems support for relocation systems.

The mLINQS software is in compliance with the Federal Travel Regulation (FTR) Chapter 302 and the Foreign Affairs Manual (FAM). mLINQS is also in compliance with Federal, state, and local laws and regulations and produce Government-mandated and other customizable relocation travel reports. The relocation software solution is hosted on a DoC provided infrastructure accessible by DoC networks to allow the service providers to access a single production and non-production installation of the application.

The National Institute of Standards and Technology (NIST) provides travel relocation services for itself and six other bureaus within the Department of Commerce (DoC): The Office of the Secretary, Bureau of Economic Analysis, International Trade Administration, National Telecommunications and Information Administration, Office of the Inspector General, and Economics and Statistics Administration.

The National Oceanic and Atmospheric Administration (NOAA) provides travel relocation services for NOAA, the Economic Development Administration (EDA), and the Bureau of Industry and Security (BIS). The Census Bureau provides travel relocation services for itself..

This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government’s claim.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the items can be provided without jeopardizing the on-going projects.

If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to MLINQS, LLC.
