## Description

The United States Air Force, AETC/JBKAE, Lackland AFB, Texas 78236-5259 publishes this notice of intent to award a sole source contract for informational purposes only. The Defense Language Institute English Language Center (DLIELC) has a requirement to Provide software license renewal for PlaneEnglish Aviation Radio Simulator (ARSim). PlaneEnglish ARSim is a software tool used to study and grade student performance in aviation base radio calls.

PlaneEnglish offers aviation radio communication training in an interactive environment using USAF radio communication phraseology. The ability to experience aviation communication in a realistic environment increases the training effectiveness and outcomes of our international cadre of students and better prepares them for their follow-on training. DLIELC has used PlaneEnglish ARSim since July 2021 as part of its training toolset and provided access to its students as a supplemental training aid.

During this period, on request from DLIELC, PlaneEnglish has developed additional training content and organized it to fit the training curricula used by their instructors. DLIELC finds great utility in continuing to utilize ARSim to evaluate student speech for pronunciation, word order, and sentence structure. DLIELC considers ARSim and the training capability that it provides an important part of its training and curriculum.

They have formally integrated ARSim into their training curriculum and makes it a mandatory training device for their students. DLIELC has already prescribed weekly ARSim homework practice in their existing curriculum and are developing activities around it in future curriculum. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 513210 – Software Publishers. Business size standard: $47 million.

The proposed source is The Defense Language Institute English Language Center. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations.

However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1:00 pm Central standard Time, 31 May 2024. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “FA3016-24- Q-0082, PlaneEnglish AR SIM.” Note that e-mail filters at Lackland AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).

Therefore, if this subject line is not included, the e-mail may not be received. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Lackland AFB. If sending attachments with e-mail ensure only .PDF, .docx, or .xlsx documents are sent. The e-mail filter may delete any other form of attachments.
