## Description

CISA requires initial equipment and support for the adoption of RFID readers and tags. Five (5) Zebra MC3390XR Ultra-High Frequency Radio Frequency Identification (RFID) Readers and 40,000 supported RFID tags. The RFID equipment and associated software are tailored to the Sunflower Asset Management System (SAMS) and use CGI’s software, specifically their proprietary MobileTrak software for automated data collection and transfer to SAMS. DHS has established SAMS as the Agency’s Personal Property System of Record.

As the provider for DHS’s SAMS and owner of key intellectual property, CGI Federal Inc is uniquely positioned to maintain compatibility with and interface with the existing property management products. CGI Federal Inc, owns and licenses the SAMS software to DHS and is the only source that provides integration and maintenance services required to support the DHS system of record. NOTICE OF INTENT TO SOLE SOURCE This is a “Notice of Intent to Sole Source” announcement only.

This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Funds have been authorized or appropriated for this effort.

In accordance with FAR 5.207(c)(16)(i), vendors that feel they can meet the Government's requirements may submit The acquisition will be conducted through the FAR Part 13 “Simplified Acquisition Procedures.” The North American Industry Classification System (NAICS) Code for this requirement is 518210. Closing date for submitting a capability statement is September 8, 2025, at 12:00 pm Eastern Time.
