This sole source was due to the urgency of the requirement. Due to the urgency of this requirement, it was not reasonable to take the time to go through the normal solicitation process. The inability to pump the cutter sewage would have placed the unit in a Not Mission Capable (NMC) status and removed the asset from service, therefore this requirement was needed as soon as possible.
