## Description

The U.S. Department of Energy (DOE) intends to award a 3-year non-competitive contract to the MITRE Corporation for development support of its cybersecurity program. MITRE operates the Department of Homeland Security’s federally funded research and development center (FFRDC), Homeland Security Systems Engineering and Development Institute.

This action is being taken in accordance with FAR 6.302-3, which allows agencies to use non-competitive procedures “to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.” The DOE requires support through the special relationship from MITRE, operating as a FFRDC, that is free from organizational conflicts of interest and provides full disclosure of its affairs.
