This action is being taken in accordance with FAR 6.302-3, which allows agencies to use non-competitive procedures “to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.” The DOE requires support through the special relationship from MITRE, operating as a FFRDC, that is free from organizational conflicts of interest and provides full disclosure of its affairs. This notice of intent is not a request for competitive quotes or proposals.
