## Description

The Millennium Challenge Corporation (MCC), Contracts and Grants Management (CGM) Division intends to issue a Justification and Approval (J&A) for Other than Full and Open Competition for the retroactive exercise of a contract option period on a lapsed MCC contract, due to the impact of the Executive Order on “Reevaluating and Realigning United States Foreign Aid” dated January 20, 2025 (Foreign Assistance Review).

This J&A will provide MCC the authority to noncompetitively and retroactively exercise Option Period 1 of Contract No. 95332424C0050 for Cross-Cutting Program Support (CCPS) Services supporting the Kiribati Threshold Program (THP), implemented by Management Systems International (MSI), a Tetra Tech Company. The option will be exercised with no additional funding obligated, via a bilateral modification; the existing stop work order will remain in effect pending the outcome of the Foreign Assistance Review. This notice is not a request for proposals or quotes; however, any and all responsible sources may submit an expression of interest, which, if received within fifteen (15) calendar days of the publication of this notice, shall be considered by MCC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government.

Responses must have “Expression of Interest – J&A for Retroactive Exercise of a Contract Option Period, Kiribati THP CCPS” in the subject line of the email.
