## Description

This service will provide CFPB staff access to selected consumer finance survey data that focuses on consumer spending, balance sheets, financial decision-making, household stability, consumer expectations, and financial well-being. Two exact measures of interest include:

(1) Financial stability, as defined by the Federal Reserve Board, as the ability to come up with $400 in cash or equivalent;

(2) Financial well-being as defined and measured by the Consumer Financial Protection Bureau. In addition, it is (1) collected, on a quarterly basis, preferably monthly basis; (2) well-established with the ability to observe changes, and trends, and patterns over time;

(3) collected using industry accepted methodologies and approaches from nationally representative sample of adults or households in the United States, and weighted accordingly;

(4) provided through a user-friendly platform with the ability to generate customized tabulations and graphs for selected survey variables and download graphs and underlying data. Morning Consult is the only firm that has fielded the CFPB 10-item financial well-being scale to a random sample of consumers in a monthly basis, providing the most recently a source of consumer financial well-being available to the CFPB.

It is also the only firm that has conducted on a monthly basis the ability to cover a $400 emergency expense, a measure that the CFPB is considering for tracking household financial stability. In addition, provides surveys meets the Bureau's requirements: Data on populations of interest Data on products and services regulated by the CFPB Measures of consumer distress, hardships Measures widely used in other government surveys which provide the ability to benchmark MC's results.
