## Description

The U.S. Department of Education (ED), Office of Federal Student Aid (FSA), intends to award a sole?source purchase order to ABM Industry Groups, LLC (Unique Entity ID: LGBUQJNVSK5) under Federal Acquisition Regulation (FAR) 12.201-1, Simplified Procedures on the basis of FAR 6.103?1, Only one responsible source and no other supplies or services will satisfy agency requirements.

The resulting purchase order will procure monthly commercial parking services to support employees reporting in?person at the building located at 77 K Street NE, Washington, DC. In accordance with FAR 12.101(a) and FAR Part 10 market research requirements, FSA evaluated nearby commercial parking facilities.

Although additional parking is a commercially available, only the building’s on?site garage facility can meet the Government’s required 140 allocated parking spaces, security controls, Personal Identity Verification (PIV)/Common Access Card (CAC) access requirements, electric vehicle (EV) charging stations, 24-hour access, close proximity to 77 K Street NE, Washington, DC, and Americans with Disabilities Act (ADA)/Rehabilitation Act of 1973 (29 C.F.R. § 1614.203(b)) accessibility obligations.

This Notice of Intent is not a request for competitive quotations. No solicitation will be issued. Interested parties may submit capability statements demonstrating their ability to meet all requirements specified herein. All responses received prior to the closing date of this notice will be considered by the Government to determine whether a qualified source can provide a more advantageous solution. The Government reserves the right, as its sole discretion, not to compete the proposed action based on the responses received.
