## Description

The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR) Global Ocean Monitoring and Overserving (GOMO), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The Woods Hole Group, Inc. located in Bourne, MA for satellite data telemetry services to be performed in Silver Spring, MD.

The sole source determination is based on NOAA’s requirement that The Woods Hole Group, Inc. is the only vendor that manufactures and distributes these satellite data telemetry services. The Argos DCS is a satellite network jointly developed by the French Space Agency, Centre National d’Etudes Spatiales (CNES), NOAA and NASA.

Memorandum of Understanding (MOU) has been signed between France and the United States, first in 1986 and subsequently in 2015. These MOUs create single subsidiaries in each country to execute the operations of Argos DCS. The Woods Hole Group, Inc is the sole service provider that can access the Argos DCS satellites in the United States.

Only they can provide the required data transmission, decoding, processing and deliver the data to the NOAA programs for the existing 402 devices deployed globally conducting critical scientific operations.

**Period of Performance:** 010SEP2025 – 09SEP2026 (Base year) 010SEP2026 – 09SEP2027 (Option year 1) 010SEP2027 – 09SEP2028 (Option year 2).

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
