Interested DOE ESPC IDIQ holders were requested to submit a written response to the NOO to be considered for potential task order awards under the DOE ESPC program. The response requirements were outlined in the NOO. The down-selection process was conducted in a single slelection phase. Selection for the Priliminary Assessment(PA) does not guarantee a task order award.
