## Description

DOE-SR OCC is responsible for providing legal advice, counsel, and support to the Manager, DOE-SR and program offices to further the Department's mission of the environmental cleanup of the Savannah River Site. DOE-SR OCC needs additional technical and scientific support and advice for highly technical pending litigation. The requested services would support the DOE-SR OCC legal team providing highly complex technical and scientific advice as part of a litigation team.

DOE-SR OCC seeks assistance from experts possessing long-term institutional knowledge and experience to identify potential issues, collect information, and provide specific expert advice to government attorneys who will render the legal opinions and legal advice to decisionmakers and assist in developing positions related to pending litigation. DOE-SR OCC has identified Mr. Fink as having the ability to immediately perform the analysis related to the pending litigation based on his unique experience.

Mr. Fink would seamlessly provide the added support for the DOE-SR OCC without any ramp-up time or additional research needed to become familiar with the issues. Mr. Fink was the Savannah River Laboratory Director, Chemical Processing Technologies, he provided the services described above while an employee of the Savannah River National Laboratory Management Contractor (SRNL). He served as a member of two (2) technical review teams and has the most experience reviewing the issues that led to the current litigation.

Mr. Fink will be providing technical review and drafting of documents as a member of the legal team in DOE-SR OCC conducting the litigation in several pending cases. Mr. Fink retired before the litigation was completed and he is uniquely qualified to provide expert services in the upcoming litigation.
