## Description

The United States Property and Fiscal Office for Pennsylvania intends to award a sole source, firm-fixed-price purchase order to Williams Scotsman Inc. DBA Willscot for the rental of five (5) each, 40 Foot Refrigerated Containers with 3 Phase Power- Hi Cube and include a Remote Monitoring System.

The anticipated period of performance is from August 26, 2025 to April 09, 2026. The reason for this noncompetitive contract action is that Willscot, currently has refrigeration containers on site at Fort Indiantown Gap for a Pennsylvania Department of Military and Veteran Affairs (DMVA) construction contract to renovate the Troop Issue Subsistence Activities (TISA) warehouse. This warehouse is used to store and provide rations for units training on Fort Indiantown Gap.

However, the refrigerated storage included in state construction contract was only for a temporary basis and not to support ongoing food storage and handling operations required by the Pennsylvania National Guard. The refrigerated containers currently onsite are already hooked to the Fort Indiantown Gap power grid and filled with fresh and frozen food products. Therefore, making an award a sole basis is in the best interest of the Government.

Any service interruption will have a negative impact on the feeding of Soldiers and to training operations. Soliciting to another source will result in increased costs and place food products currently being storage at risk of being damaged or spoiled. This contract action is for rental services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This contract action will be awarded following the issuance of written solicitation with an anticipated award date of August 22, 2025.
