## Description

Firm Fixed-Price, Non-Personal Healthcare Service, Commercial Item, Contract to provide 4 Paramedics & 4 EMT-Basic services for the Cheyenne River Health Center, Eagle Butte, South Dakota. A JOFOC under FAR 6.302-2 - Unusual and compelling urgency, 41 U.S.C.

3304(a)(2) was signed on August 30, 2024. SoDak Medical is currently performing the work described above at the Cheyenne River Health Center in Eagle Butte, South Dakota, under Contract No 75H70623D00031 which is set to expire on August 31, 2024. This justification for other than full and open competition (JOFOC) supports the award of a bridge contract for EMS services to maintain continuity of services at the Cheyenne River Health Center during the time necessary to complete the actions needed for the service unit's ongoing follow-on competitive procurement under RFQ No. CRHC23-058.

A transition period would be required for any new contractor who would be awarded the new IDIQ Contract and Task Order issued under it. This transition period is necessary so that contract staff may be properly vetted by the Federal Government, including obtaining background clearance and undergoing credentialing and privileging at the facility. SoDak Medical has the required workforce in place (already cleared and credentialed) capable of meeting the requirements under a bridge contract.

An interruption in services is unacceptable due to the critical nature of the requirement. The intended bridge contract anticipates a 180-day period of performance from September 1, 2024 to February 28, 2025, six (6) months of services.
