## Description

The task order is fixed price, however it was not awarded competitively. HUD Financial Data Mart (FDM) system is the Department's integrated financial reporting system and is vital to HUD’s daily operations.

Ascella Technologies Inc., as the incumbent contractor, has the professional skills set and experience required to maintain the FDM system; they have in-depth knowledge of HUD’s business practices surrounding the application of the FDM system; and is the only source able to provide the required services in the short timeframe required to maintain continuity of services for this mission critical system.

Failure to award a bridge contract to the incumbernt contractor by March 20, 2024, would have resulted in a break in service and a major business impact affecting the mission of several program and field offices within HUD. Therefore, a bridge contract was awarded to the incumbent contractor to avoid a lapse in services and allow time to recompete the services.
