## Description

NASA/NSSC has a requirement for NbTES bolometer installation.

**STATEMENT OF WORK Objective/Requirement:** Upgrade existing bolometric detector system to include a second detector operating at frequencies up to 10 THz.

**Characteristics, Scope, and Specs:** Add an extra NbTES bolometer coupled to a f/4.5 Winston cone and a 10 THz low pass edge filter to the existing unit (to be shipped to vendor). System noise equivalent power (NEP) 10—3.9 pW Hz-1/2 . System linear dynamic range > 70 dB.

**Place of Performance:** All work to be performed at vendor facility Period of Performance: Warranty period 2 years from day of receipt NASA/NSSC intends to issue a sole source contract to QMC Instruments under the authority of FAR 13.106-1(b)(1)(i). This requirement is for an upgrade to and existing detector system currently in use at NASA/GSFC. Upgrades to the existing system can only be performed by QMC Instruments. NASA/NSSC will be the procuring center for this effort.

Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 541519. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to dorothy.s.baskin@nasa.gov not later than 11:59 a.m. Central Standard Time on 4/29/2025.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
