## Description

NASA/Johnson Space Center (JSC) has a requirement for State Space Corporation “ROSCOSMOS” to provide Russian Segment Support Team (RSST) services. The RSST is a team of Russian specialists with the goal of improving safety and efficiency for operations between Mission Control Center - Houston (MCC-H) and Mission Control Center - Moscow (MCC-M) by providing a consultant team (MSG) in MCC-H for real-time operations, and a simulation team (RSET) to role-play MCC-M in simulations at Johnson Space Center (JSC).

NASA/JSC intends to issue a sole source contract to acquire the services from ROSCOSMOS. NASA’s international partner, ROSCOSMOS, has determined these services will require ROSCOSMOS and NASA to contract directly to support these requirements.

The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kelsey Klinger at kelsey.j.klinger@nasa.gov not later than 4:30 PM Central Time on February 7, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.

A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
