## Description

The purpose of this notice is to announce that the Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR RCO)'s intent to solicit, negotiate, and award a Firm Fixed Price contract to Ansys Government Initiatives, Inc., Exton, Pennsylvania 19341-2380 Cage 0LCT6 on an other than full and open competition basis in accordance with FAR Subpart 8.4, FAR part 12 and FAR part 13. The Requiring Activity is Operations Analysis Directorate (OAD) in support of Combat Development & Integration (CD&I), Marine Corps Combat Development Command (MCCDC).

This requirement is for renewal of maintenance and support, and to upgrade current licenses to the manufacturer’s newer SKU bundle offerings. STK products are embedded in OAD's systems and being utilized in multiple, ongoing studies.

These studies include the following usage: modeling complex systems inside a realistic and time-dynamic three-dimensional simulation that includes high-resolution terrain, imagery, RF environments Selecting, building, or importing precise models of ground, sea, air, and space assets and combining them to represent existing or proposed systems. Simulating the entire system-of-systems in action, at any location and at any time, to gain a clear understanding of its behavior and mission performance.

Creation of multidomain scenarios that extend simulation beyond systems to an interactive model of the operational environment. Ability to define and understand complex relationships between objects and analyze their performance over time.

AGI software is currently embedded within several USMC OAD systems and transitioning from an AGI software baseline would require significant investment by the Government across several Program Offices to facilitate and result in a substantial duplication of cost to the Government that is not expected to be recovered through competition.

While it may be technically feasible to eventually utilize a different software to replace AGI software products, USMC has not initiated studies to isolate the required technical changes or timeframe required to perform such a migration. Therefore, USMC is pursuing renewal of the AGI STK licenses to assist in maintaining critical OAD requirements for FY24. The required STK software is primarily available via GSA contract GS-35F-056DA utilizing FAR part 8.4 ordering procedures and no public notice is required.

Two additional open market STK SKU's representing 12% of this overall procurement will be obtained via the same contract for administrative convenience IAW FAR 8.402(f)(1) which require public notice in accordance with requirements in FAR part 5, 12 and 13. This procurement is for commercial products in accordance with FAR Subpart 8.4, Federal Supply Schedules & FAR part 13, Simplified Acquisition Procedures.

The North American Industry Classification Code (NAICS) for this acquisition is 513210 Software Publishers with a business size standard of $47 million. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
