The proposed contract action is for the purchase of a canine medical trainer that must provide a realistic, advanced simulation platform that allows working dog handlers, veterinarians, trainers, and first responders to practice critical canine Tactical Combat Casualty Care (TCCC K9) and emergency medicine. The trainer must support realistic hands-on training for canine medical emergencies, including airway management and realistic wound care. This notice is not a request for competitive quotes and no solicitation is available. The circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement.
