## Description

This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 6.302-1 one responsible source. The applicable NAICS Code is 314999. The USMC Regional Contracting Office (RCO) – Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to:

First State Manufactuing, Inc. 301 SE 4th Street Milford, DE 19963 The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This requirement is for the procurement to replace current worn and unusable unique VIP gear and kits required for United States Marine Corps (USMC) HMX-1 high profile missions.

Original unique VIP gear and kits were designed and manufactured in 2011. The replacement of the unique VIP gear and kits are not available from any other source. VIP gear and kits consist of Seat Cover Kit V-22; Floor Plug Kit V-22, and Ramp Rug Set with logo. This requirement specifies the vendor must match already existing gear and kits to ensure uniformity.

Procurement planning for the follow-on effort is currently in process, and award is expected to be made on or around 19 September 2024, in accordance with fair opportunity under Far Part 13 procedures. The anticipated contract is for a delivery date of later than ninety (90) days after date of award. This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency.

Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to edgar.clark@usmc.mil no later than 15 September 2024, 10:00 a.m. Eastern Time. Late responses will not be considered.
