## Description

Support Services for Enhanced Management of SeriousEnvironmental and Social Incidents, Including Reprisal/Retaliation and Digital Surveillance Risks Description of requirements: Contractor to assist with development of guidance relating to Reprisals and Retaliation.

DFC seeks support to enhance its policies and procedures for monitoring clients’ response to environmental and social incidents and complaints, in compliance with the DFC Environmental and Social Policy and Procedures (ESPP) and IFC Performance Standards.

This includes incidents that DFC is made aware of pursuant to clients’ contractual requirements; complaints and grievances received from project-affected parties about how clients or projects are implemented in line with DFC requirements; and other matters reported by interested stakeholders relating to the expected environmental and social performance of clients or projects.

Within this context, DFC also seeks specific support to enhance policies and procedures to address the risks of reprisals and retaliation against project stakeholders (including digital surveillance) during due diligence and project implementation, including responding to allegations of threats, intimidation, harassment, or violence.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
