The Government proposes to award an additional three (3) month contract with the period of performance: November 19, 2025 – February 18, 2026. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, IQ Solutions Inc. has been deemed to be the only available source in the case of a follow-on contract for the continued maintenance of the Website and Amazon Cloud Compute Services as well the revisions and finalization of system documentation, including major components thereof, when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition; and unacceptable delays in fulfilling the agency’s requirements. The statutory authority for this sole source modification is FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within 10 days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely at the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.
