## Description

A competitive cost reimbursement, level of effort (term) type contract was awarded, for the period of performance of May 15, 2025, through May 14, 2026 (Base Period), and a total period of performance (including base period and all options) of May 14, 2025, through May 14, 2032. Upon analysis of the type of work and all associated costs involved, a fixed-price type contract was not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy.

Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit a relatively dynamic (science responsive and result-driven) requirement into a fixed-price environment. A fixed-price contract would be disadvantageous to the Government, since it does not provide the Government with the flexibility that is needed to responsibly shift with the evolving needs of the requirement.
