The North American Industry Classification System code is 811210 (Electronic and Precision Equipment Repair and Maintenance) and the business size standard is $34 Million. Varian Medical Systems Inc. is the Original Equipment Manufacturer (OEM), and sole service provider for the linear accelerator system and its subcomponents. Varian Medical Systems Inc. does not authorize third-party service providers, or resellers for individual systems, OEM parts or components, and maintains sole proprietary rights to the licenses, software, and firmware for all system components. As such, Varian Medical Systems Inc. is the only source for factory trained and certified staff with access to proprietary parts, system schematics, software, firmware, and system configurations required to maintain all the equipment properly and in accordance with OEM’s most current standard commercial maintenance practices, and as required for FDA compliance. Additionally, only Varian Medical Systems Inc. can remotely monitor the system through their secure proprietary internet connection, Varian SmartConnect. This connection performs automatic remote diagnostic and maintenance services, predicts and detects fault conditions, and sends alerts in real time. The system also utilizes Varian software system ARIA/Eclipse/InSightive which works in concert with the linear accelerators, and allows radiation treatment planning and data analysis, and securely interfaces with NIH’s Hospital Information System for seamless data exchange. Given these unique capabilities Varian Medical Systems Inc. is the only source capable of meeting the Government’s needs. This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government’s needs, it may submit a capability statement, proposal, or quote for the Government to consider. This acquisition involves the consolidation of awards 75N91023P00709 ARIA/Eclipse/InSightive), 75N91024P00494 (RGSC), and 75N91024P00581 (TrueBeam platforms). (The VDCs are new and currently not under maintenance agreements). In accordance with FAR 7.107-2, a written determination that the consolidation is necessary and justified has been composed to include all required information required under FAR Subsection 7.107-2. The requirements subject to the proposed consolidation are not currently provided by small businesses. As such, there is not a consolidation of separate smaller contracts performed by one or more small business concerns affected by the consolidation. The consolidation of the three (3) purchase orders will greatly reduce the Government’s administrative burden associated with the award and administration of multiple awards for maintenance of one system. By virtue of a reduction in administrative burden the Government can more effectively utilize personnel to achieve other agency missions. Consolidation would facilitate quality improvements which would result in a higher level of patient care and patient safety. Additionally, performance under one (1) award will greatly reduce risk associated with scope gaps in between system components, as well as mitigate potential conflicts of interest for services that affect multiple components of the system. Allow for more transparency and consistency in communication between the National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) and the Contractor to address system issues, as well as allowing for better coordination and monitoring of performance issues, monitoring of system cost, as well as addressing issues pertaining to systems interoperability.
