\n\n1. General Information
\n\nThis is a 100% Total Small Business set-aside combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR 12.603 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
\n\nThe Indian Health Service (IHS), Great Plains Area Office, intends to award a single Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract utilizing a Cost-Per-Reportable-Result (CPRR) pricing model for hematology analyzers and related supplies and services.
\n\nThe anticipated contract consists of one (1) base year and four (4) one-year option periods.
\n\nThe estimated contract ceiling is less than $2M and minimum guarantee is $1,000.00.
\n\n2. Description
\n\nThe Contractor shall furnish all labor, equipment, reagents, consumables, installation, validation, training, maintenance, warranty, software, interface support, and related services necessary to provide hematology analyzers for Great Plains Area Indian Health Service facilities located throughout South Dakota and North Dakota.

\n\nThe Contractor shall provide, at a minimum:
\n\nComplete requirements are contained in the attached Performance Work Statement (PWS).
\n\n4. Salient Characteristics

\n\n5. Contract Type
\n\nFirm-Fixed-Price IDIQ, pricing shall be based upon a firm-fixed CPRR model.
\n\nThe CPRR price shall include all:
\n\nNo additional charges will be permitted.
\n\n6. Period of Performance
\n\nOne (1) Base Year plus four (4) one-year option periods.

\n\nAward will be given to the responsible offeror whose quotation represents the best value to the Government.
\n\nEvaluation factors include:
\n\nINTENT TO AWARD WITHOUT DISCUSSIONS
\nThe Government intends to evaluate proposals and award a contract without discussion with Offerors. Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
