The Indian Health Service (IHS), Great Plains Area Office, intends to award a single Firm-Fixed-Price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract utilizing a Cost-Per-Reportable-Result (CPRR) pricing model for hematology analyzers and related supplies and services. Scope of Work</strong></p>\n\n<p>The Contractor shall provide, at a minimum:</p>\n\n<ul>\n\t<li>New hematology analyzers</li>\n\t<li>Required peripherals</li>\n\t<li>Initial reagents, controls, and calibrators</li>\n\t<li>Delivery and installation</li>\n\t<li>Calibration and validation</li>\n\t<li>LIS interface support</li>\n\t<li>On-site training</li>\n\t<li>Warranty</li>\n\t<li>Preventive maintenance</li>\n\t<li>Repair services</li>\n\t<li>Software updates</li>\n\t<li>Technical support</li>\n</ul>\n\n<p>Complete requirements are contained in the attached Performance Work Statement (PWS).</p>\n\n<p><strong>4. Salient Characteristics</strong></p>\n\n<p>Equipment shall include, at a minimum:</p>\n\n<ul>\n\t<li>Automated CBC with 6-part differential</li>\n\t<li>Immature granulocyte reporting</li>\n\t<li>Open and closed tube sampling</li>\n\t<li>Pediatric tube capability</li>\n\t<li>Barcode reader</li>\n\t<li>STAT capability</li>\n\t<li>Automated reagent management</li>\n\t<li>FDA-cleared body fluid capability (where applicable)</li>\n\t<li>HL7/LIS compatibility</li>\n\t<li>Continuous calibration capability</li>\n\t<li>Small tabletop footprint</li>\n</ul>\n\n<p>Additional system requirements by facility are contained in Appendix B of the PWS.</p>\n\n<p><strong>5. Contract Type</strong></p>\n\n<p>Firm-Fixed-Price IDIQ, pricing shall be based upon a firm-fixed CPRR model.</p>\n\n<p>The CPRR price shall include all:</p>\n\n<ul>\n\t<li>Equipment</li>\n\t<li>Reagents</li>\n\t<li>Controls</li>\n\t<li>Consumables</li>\n\t<li>Maintenance</li>\n\t<li>Repairs</li>\n\t<li>Training</li>\n\t<li>Software</li>\n\t<li>Interface support</li>\n</ul>\n\n<p>No additional charges will be permitted.</p>\n\n<p><strong>6. Period of Performance</strong></p>\n\n<p>One (1) Base Year plus four (4) one-year option periods.</p>\n\n<p><strong>7. Delivery Requirements</strong></p>\n\n<p>The Contractor shall:</p>\n\n<ul>\n\t<li>Deliver equipment upon award/task order.</li>\n\t<li>Complete installation within ten (10) calendar days.</li>\n\t<li>Complete validation within thirty (30) days.</li>\n\t<li>Conduct onsite user training during installation.</li>\n\t<li>Provide documentation and warranty information with installation.</li>\n</ul>\n\n<p><strong>8. Warranty and Maintenance</strong></p>\n\n<p>Minimum requirements include:</p>\n\n<ul>\n\t<li>Twelve (12) month full warranty</li>\n\t<li>Parts</li>\n\t<li>Labor</li>\n\t<li>Travel</li>\n\t<li>Preventive maintenance</li>\n\t<li>Software upgrades</li>\n\t<li>24/7 technical support</li>\n\t<li>Onsite service response:\n\t<ul>\n\t\t<li>Hospitals: within 48 hours</li>\n\t\t<li>Clinics: next business day</li>\n\t</ul>\n\t</li>\n</ul>\n\n<p><strong>9. Evaluation</strong></p>\n\n<p>Award will be given to the responsible offeror whose quotation represents the best value to the Government.</p>\n\n<p>Evaluation factors include:</p>\n\n<ol>\n\t<li>Technical Acceptability (Technical acceptability includes compliance with the PWS and all salient characteristics.)</li>\n\t<li>Price (Price will be evaluated for fairness and reasonableness.)</li>\n\t<li>Contractor Responsibility</li>\n</ol>\n\n<p>INTENT TO AWARD WITHOUT DISCUSSIONS<br />\nThe Government intends to evaluate proposals and award a contract without discussion with Offerors. Therefore, the Offeror&#39;s initial proposal should contain the Offeror&#39;s best terms from a price and technical standpoint.
