SUMMARY OF SCOPE This project will make improvements to the HVAC system in Building 108 to result in a building that meets the fresh air requirements in ASHRAE 62.1. The work is summarized as follows: • Provide submittal documenting the method and path for the installation of Heat Recovery Ventilators (HRV). • Perform testing for Asbestos Containing Materials (ABC) and Lead Based Paint (LBP) in areas where work is performed. • Replace interior air handler and filter rack ductwork in the equipment room. • Replace exterior heat pump and air handler coil. • Perform startup and test on the HVAC and HRV systems. • Secure the water heater with earthquake straps and install a drip pan. • Replace the fire sprinkler backcheck valve and provide inspection testing. The type of work to be performed will be categorized under PSC code J041 – Maintenance, Repair and Rebuilding of Equipment: Refrigeration, Air Conditioning, and Air Circulating Equipment and NAICS code 238220 – Plumbing, Heating, and Air?Conditioning Contractors with a size standard of $19 million. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 238220 – Plumbing, Heating, and Air?Conditioning Contractors with a size standard of $19 million. SCOPE OF WORK: See Section C of the attached solicitation (Attachment B01 75H70124Q00014) LOCATION OF PROJECT: Warm Springs Building 108, 1142 Warm Springs St., Warm Springs, OR 97761 TERO: All work is subject to the Tribal Employment Rights Ordinance (TERO) of the Confederated Tribes of Warm Springs. It is the sole responsibility of the contractor to comply with all applicable TERO requirements. PERIOD OF PERFORMANCE: Period of Performance is 30 calendar days after issuance of a Notice to Proceed. SITE VISIT: An organized site visit has been scheduled for Tuesday, February 13, 2024 at 11am local time. Participants will meet at the Warm Springs Building 108 (see Attachment A for a site map). CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) service contract in support of this requirement using Best Value evaluation criteria detailed in Section M. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 12, 13 and 37 procedures. PROPOSAL/QUOTE REQUIREMENTS: The offerors proposal shall be supported by necessary documentation to indicate that adequate planning to accomplish the requirement has been done. SCOPE OF WORK: See Section C of the attached solicitation (Attachment B01 75H70124Q00014) LOCATION OF PROJECT: Warm Springs Building 108, 1142 Warm Springs St., Warm Springs, OR 97761 TERO: All work is subject to the Tribal Employment Rights Ordinance (TERO) of the Confederated Tribes of Warm Springs. It is the sole responsibility of the contractor to comply with all applicable TERO requirements. PERIOD OF PERFORMANCE: Period of Performance is 30 calendar days after issuance of a Notice to Proceed. SITE VISIT: An organized site visit has been scheduled for Tuesday, February 13, 2024 at 11am local time. Participants will meet at the Warm Springs Building 108 (see Attachment A for a site map). CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) service contract in support of this requirement using Best Value evaluation criteria detailed in Section M. This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 12, 13 and 37 procedures.
