5.101 Presolicitation notice. (vii)For noncompetitive contract actions (including those at or below the SAT), identify the intended source and explain why competition is lacking.

Based on market research conducted in accordance with FAR Part 10, the contracting officer has determined that soliciting from a single source is appropriate for this requirement under the following circumstances: Time-Sensitive Mission Requirements, Unique Capability and Immediate Availability, Substantial Duplication of Cost and Unacceptable Delays, Highly Specialized Services Requiring Institutional Knowledge and Market Research Findings.

The U.S. Food and Drug Administration (FDA) intends to solicit a 1-year base, sole source (in accordance with FAR 6.103-1), firm-fixed-price order from GOVALLIES LLC 301 S VINE ST STE 13, URBANA, ILLINOIS 61801. The North American Industry Classification System (NAICS) code is 541611 - Administrative Management and General Management Consulting Services, anticipated period of performance consists of a 1-year base. This notice is not a request for competitive proposals.

The Food and Drug Administration (FDA) Office of Human Capital Management (OHCM) provides workforce training and professional development services across the Agency and manages programs including leadership and supervisory development, enterprise onboarding, compliance training, and professional development programs. Historically, multiple FDA Centers, Offices, and Programs (COPs) independently managed portions of the Agency’s learning and development activities.

FDA is transitioning toward a more coordinated enterprise learning model in which OHCM provides centralized governance, standards, and shared services to improve efficiency, reduce duplication, and ensure alignment with federal workforce policies and Agency priorities. To support this transition, OHCM requires contractor assistance to evaluate current learning programs and develop structured frameworks, governance models, and operational processes necessary to support enterprise learning management.
