## Description

PUBLIC NOTICE OF CONSOLIDATION The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), through the Office of Government Contracting Services (GCS), announces the consolidation of contract requirements in support of the Administration for Native Americans (ANA). This notice is in accordance with the Federal Acquisition Regulation (FAR) 7.107-5(c).

**Nature and Description of the Action:** The ANA currently has two separate contracts: Staff Support Services (Task Order 75ACF123F80004 with Tribal Tech LLC). IT/Logistics Support Services (Contract 75ACF123C00002 with Professional Management Consulting Services LLC). The ANA is consolidating these two contracts into a single order to provide comprehensive support services including IT, logistics, administrative, and communications tasks. The consolidated effort aims to improve efficiency and reduce redundancy while aligning with the agency’s strategic objectives.

**Scope of the Consolidated Contract:** The consolidated contract will include the following tasks: Administrative and communications support to the Office of the Commissioner and ANA’s divisions. IT and logistics support, including data collection, website management, report creation, and coordination of meeting logistics. Program management and technical assistance for ANA grant applicants and recipients.

Travel support for off-site project evaluations and coordination for ACF Tribal Advisory Committee and Tribal Consultation activities. The contract is planned to cover a period from contract award (on or about September 27, 2024) through December 31, 2029. Justification for Consolidation: Consolidation of these requirements has been determined necessary based on comprehensive market research, potential cost savings, and the strategic need to streamline operations. The consolidation is expected to:

Enhance quality and efficiency through unified management and oversight. Reduce procurement lead times and administrative burdens. Provide significant cost savings of more than 20% over the contract lifecycle. Support ANA’s expanded responsibilities under recent executive orders and legislation, including the Durbin Feeling Native American Language Act of 2023. The contract will be competed through the Small Business Administration (SBA) 8(a) Program under the General Services Administration (GSA) Multiple Award Schedule (MAS)
