## Description

The U.S. Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS) intends to negotiate a limited source acquisition under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements for ventilator training videos to prepare state and local public health agencies on how to use SNS ventilators effectively during a public health emergency.

The Contractor shall develop mechanical ventilator training webinars designed to prepare respiratory therapists and other healthcare professionals on the use of SNS-held ventilator models during a public health emergency. The objective is to provide webinar ventilator training of the SNS ventilators and ASPR/SNS approved mechanical ventilator guidance to respiratory therapists and other healthcare professionals.

The goal is to provide webinars or hands on training to respiratory therapists and other healthcare professionals to prepare for emergency deployment of ventilators from the SNS. This training is essential to ensure readiness posture during a response.

In addition, the ventilator training workshops or webinars ensure state and local public health agencies understand how to request this equipment and further allocate the life-saving medical equipment to supplement state and local healthcare agencies when supplies are depleted. The vendor shall provide comprehensive hosted webinars of SNS-held ventilators for a period of 12 months from the date of award.

The Government intends to solicit, negotiate and award to only one contractor pursuant to FAR Subpart 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. No solicitation is available and telephone requests for information will not be honored.

Interested persons may identify their interest and capability to respond to the requirement This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within five business (5) days of this posting. All interested responsible sources may submit a quotation/response emailed to Contracting Officer, Lawrence McCoy, lawrence.mccoy@hhs.gov on or before August 30, 2024 by 5:00pm (EST).

A determination by ASPR/SNS not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government. ASPR leads the nation’s medical and public health preparedness for, response to, and recovery from disasters and public health emergencies.
