## Description

The purpose of this contract is to implement a cost allocation plan that will establish the budget infrastructure needed to manage the cost recovery program, enabling ASPR/ASHF to achieve its mission more effectively. This plan will support fiscal transparency, budget and investment management, and business efficiency and accountability. The contract will apply the methodology developed during the WCF transformation project at ASPR from Fiscal year 2023 to Fiscal year 2025.
