## Description

This is a Justification & Approval (J&A) in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. A full and open competition for a single award IDIQ contract HHSO100201300006I was awarded in September 2013 under solicitation RFP12100SOL00016 to Amgen USA Inc. Task orders HHSO10033003T and HHSO10033004T were awarded in August and September 2018 for the procurement of 165,906 doses of Neulasta product and Vendor Managed Inventory (VMI).

This is a six-month bridge contract requirement to maintain VMI services until the Strategic National Stockpile (SNS) can competitively solicit, evaluate, and award a contract. FAR Clause 52.217-8 has been negotiated with Amgen USA Inc. and if exercised shall not exceed three-months. If no action is taken to maintain the current inventory levels in VMI beyond March 12, 2024, $395M worth of assets being held for the USG will be transferred to an SNS warehouse and begin to expire without Vendor stock rotation. Keeping the product in place while SNS completes its acquisition process preserves the ability of the United States Government (USG) to keep the product from expiring.
