No solicitation will be issued, and no quotations will be requested. Requirements Base Period – 12 Months Vitrium Enterprise Installed License with Annual Support and Maintenance Protection for documents and images Unlimited authorized users and content storage Access to digital rights management controls, application programming interfaces, user activity logs, analytics, and reporting Installation and implementation support for one production license and one backup license Option Period One – 12 Months Vitrium Enterprise Installed License with Annual Support and Maintenance. Justification for Sole Source Vitrium Security Enterprise is required to meet NIH’s digital rights management requirements. The solution supports access without requiring additional applications or plug-ins and provides single sign-on, real-time analytics, auditing, Java application programming interface integration, and operation within an enterprise, load-balanced, high-availability environment. NIH conducted market research and a proof-of-concept evaluation of available solutions. The evaluation determined that Vitrium met the Government’s requirements, while the other products evaluated did not meet all required capabilities. Use of another solution would require substantial duplication of time and technical effort and could result in reduced operational efficiency and increased enterprise security risk. Authority This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures.
