## Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisiton Regulations (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as applicable, and supplemented with additional information included in this notice. This annoucement constitutes only the solicitation. 73351024Q0172 is being issued as a Request for Quote (RFQ).

All quote submissions are due by December 16, 2024 at 5:00PM EST. Questions are due by or before November 25, 2024 at 5:00PM EST. Quotes and questions shall be submitted via email to the Point of Contact (POC) identified in the solicitation. This is a total small business set aside. This notice does not obligate the Government to award a contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote preparation costs.

The purpose of this acquisition is to produce an empirical, data-intensive research report on an economic issue relevant to small businesses. This report will evaluate current small business economic trends, characteristics, or impacts, such as new business creation and dynamism, small business recoveries from economic shocks, barriers to small business growth, or small business issues with the labor market, supply chain management, or inflation. The report will also assess the policy implications of the findings.

This report may focus on a relevant economic issue affecting all small businesses or an issue affecting specific groups of small businesses. Proposals focusing on small business finance or lending, however, should be submitted for the solicitation targeting those topics rather than this solicitation. See attached full solicitation, SF 18, for complete instructions.
