Life raft case is clearly marked with use instructions and includes survival kit tethered to life raft. The Government is looking to award a contract resulting from this RFQ to the responsible offeror whose offer conforms to the RFQ and will be most advantageous to the Government. Technical capability, pricing, past performance, and delivery time, considered. The Government may reject any or all offers if such action is in the public interest; may accept technically acceptable offers other than the lowest offer; and waive informalities and minor irregularities in offers received.
