## Description

Notice of Proposed Contract Action to Increase Contract Ceiling The Missile Defense Agency (MDA) intends to award a contract action to increase the ceiling of the contract in order to accommodate the MDA’s increased need for the services currently being performed under the existing contract. There will be no change to the contract period of performance.

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii) for the performance of complex and highly technical Sustaining Engineering and Product Support (SE&PS) services for Standard Missile (SM)-3 Block (BLK) IA, SM-3 BLK IB, and SM-3 BLK IIA All Up Round Missiles.

This will include technical baseline engineering, obsolescence mitigation, cybersecurity, flight test activities, service life evaluation, production rate capability studies, transition to production, special projects, spares, sustainment, Defense of Guam, and Foreign Military Sales activities.

Market Research indicates that Raytheon, a Raytheon Technologies Business (RTX), represents the only source having the requisite in-depth technical knowledge of SM-3 BLK IA, IB, and IIA missiles and specialized technical expertise that is required to fully accomplish the scope of work contemplated herein within mandated timeframes.

Further, the required level of expertise cannot be attained by any other contractor within the anticipated period of performance for this effort without MDA incurring unacceptable delays and risk to the Agency's ability to accomplish mandated MDS-related capability enhancements. This contract action would ensure continuity of critical work until such time that this requirement can be procured competitively.

A determination by the government not to compete this proposed contract action is solely within the discretion of the government. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. Companies interested in subcontracting opportunities should contact RTX directly. DISTRIBUTION STATEMENT A.
