Justification and Approval for Other than Full and Open Competition (J&A) setting forth the facts and rationale justifying the use of other than full and open competition, in accordance with AIDAR 706.302-70 (b)(5), Highly specialized services, to increase the ceiling of the Contract # 72011422C00001 implemented by Tetra Tech ARD by $3,100,000, to expand the amount of funding available under the activity’s Incentive Fund, which provides targeted municipalities incentive funding to implement key public service delivery reforms.
